EC Sales list filing problems

As HMRC can't be bothered, this is an update on the problem some (or all?) agents are having when trying to file EC Sales lists.   Agents may find the system goes around in circles and are unable to get past the login screen.  As HMRC haven't posted any information on the 'online service issues' pages I called them this morning (18th April 0915).  HMRC said they are aware of the problem and they were trying to resolve.  They also said clients can still file EC Sales lists OK so suggested getting the client to file instead.  I asked her to pass on my irritation (to put it mildly) at there being no information on HMRC's website about any service issues.  What is the point of those pages?!

I've said exactly the same on countless occasions to HMRC. I have regularly added it to their feedback pages, but they are deaf,blind and frankly couldn't give a damn.

Why is it they always ask 'would you recommend this service?' every time you log off something, like you have a bloody choice about using it.

Please would one of you advise how I file the EC sales list as agent? I can't see it as one of the options under my VAT account, on which screen does it appear or do you go into the client first?

The client has to register for EC Sales list services through his/her government gateway account and can then set you up as their agent. Then it will appear as an option on your agent screen. Quite why HMRC thought this a good way of doing this I've no idea! Right pain.

Thanks so much. I didn't work it out myself.

I have a new client who has done it all themselves to date which is good since they have an online account. But I will need a copy of the last VAT return to register as agent for VAT and get a code by post but they will need to register me to submit the EC sales list through their login? I agree it is a right pain but at least I know now.

I have only one client with EC sales list and I use their login currently (since I happen to have it). So will also register as agent with that one.

It's under "Services you can use":-

VAT for Agents
VAT Registration Number: NNN NNNN NN

Submit a VAT return
Includes the ability for authorised agents of VAT registered businesses to submit and pay VAT returns on their behalf. There is also the facility for agents to make changes to registration details, including deregistering for VAT.

VAT EC Sales List (ECSL)
For VAT registered agents to provide HMRC with details of goods and services supplied to VAT registered customers in other EC member states, on behalf of their clients. Agents can only access ECSL if they have clients allocated who are registered and enrolled for the service.

VAT Reverse Charge Sales List (RCSL)
For VAT registered agents to report information on the sale of goods which are subject to the reverse charge, on behalf of their business clients. Agents can only access RCSL if they have clients allocated who are registered and enrolled for the service.

It is not currently listed under services I can use since none of my clients have authorised me to submit the form yet.

I have gone into my client's online account and I cannot see how I add myself as agent for EC sales - please can anyone help?

None of mine have either, but that option is still there. Clicking it doesn't take me to any client details.

No if I go into VAT for Agents then there is no list of services, just View All Clients etc.

How do you currently submit EC sales lists for clients then?

I have this new client and I don't want to have to ask for their login details. Any help would be really appreciated since I am stumped.

Have you Enrolled for VAT for Agents under 'Services you can add'?

Under 'Services you can use' I get the three options that I have outlined above.

Thanks for bearing with me.

I have VAT for agents and when I go into Services you can use there is no option for EC sales list, when I go into Services you can add then there is also no option for this.

I wonder if it is because my firm was not VAT registered when I got the agent login (not that this should matter but you never know).

I will need to call online services. In the meantime I have told the new client that I can file the EC sales list as agent so I will need to figure it out.

Obviously this is guesswork as there is little logic with HMRC's systems however is the clue in what I've posted above?

So once you have a at least one client registered for ECSL AND you are authorised to act for them for VAT then possibly that statement infers that the option will appear?

Thanks, this maybe so but you said you can access the services without being authorised?

Do you know how my clients give me access to submit the EC sales list for them? I went into a client's account but I couldn't see how to do it.

It's in the client's Government Gateway account, not their VAT account. You need to log into that then go to Manage Services then find:-

VAT EC Sales List (ECSL) Active De-enrol
BranchNo : 0*0 ; Postcode : A*1*C* ; VATRegNo : 1*2*3*4*5 Appoint Agent

I assume I am in their govt gateway account, it says Business Tax account, they don't have any other account since I had to set this up for PAYE DDs. There is no Manage Services.

Under Manage Account, EC Sales list is listed but there are no options like you say above, only to file the EC sales list.

There is also Accountants, but there is no option for EC sales list, it just says VAT - you can't manage this online, which we know already.

I will have to call the helpdesk since I am just using this existing client as a test case so I don't look like an idiot when I try and file the EC sales list for the new client.

You assume wrong.
http://www.gateway.gov.uk/
Select Enter the Government Gateway.
Use the log in details on that screen.

Thanks, it says the agent you have specified is not authorised to use this service.

So I will need to go back to when I got authorised for VAT and check my agent account.

Thanks for your help today and for the link to the govt gateway account. I do this every day and I didn't know about this, but then again I only use agent logins usually.
