I have tried registeraing on line but the website takes you full circle and refers you back to your agent authorisation page. On which I cannot see how you register the person who has died.

Firstly make sure that you need to register it and it can't be dealt with via the simplified procedures.
Then, if you do, it's via the new Agent Services Account.
