Fence for vicarage garden

Wondering what the VAT situation is for a new garden fence of an existing vicarage?

It is in order to properly secure the back garden for pets. The house is owned by the church and occupied by the church minister.

The way the mods have killed off the replications here has not only done away with my best joke in 5 months but also deleted OP's responses.

The first I can live with, but the second seems a bit casual. Imho. (Risks making OP look rude for not responding, when in fact they responded informatively.)

And also don't forget that where fence installation/repair tax planning is concerned, you should be able to push the boundaries a lot more than normal.
