There is as yet no decision on which software providers will provide a free software tool, although HMRC is pressing for a minimum of three companies to step in to offer these so-called ‘freemium products.
‘We have not formally decided if we are going to offer a freemium product,’ said Dady. ‘We are not sure how many people will be in the cohort that requires free model – maybe for sole traders or two or three person setups, producing one or two invoices a year.

The point of the free software headline statement is that it is all part of the public pretence that MTD will be easy to adapt to and cost little or nothing for small businesses.
Basically, in most simple terms, an untruth for most small businesses.
I suppose I should say that MTD stands for..
MAKING TRUTH DISAPPEAR.
I've always been sceptical about the free apps. I've never doubted that they'll be worthless.
Anyway - the encouraging news for pico-businesses seems to be that both Houses of Parliament seem to think MTD is a [***] idea.
"Free MTD Software" = "Fated Wet Reforms" (you read it here first);
or since it will be digital and no paper
"Free MTD Software" = "Few Forms Treated" (that's the idea anyway).
Oh! And "Donald Trump" = "Damp Old Runt".

Did I understand that correctly that HMRC are try to insist someone else does something for free to make the government look better?
... sure I’ve heard that before ... MTD advertising... implementation... admin ...
At least they’re not saying that accountants should have to deal with this edict.
