Furlonged Employees - commission based pay

How do I calculate wage for 80% relief

I have a client who pays their employees a weekly basic pay, or a commission based pay if sales are at a certain level which then surpasses the basic pay. 

For the furlonged payment would the calculation just be based on the basic pay? Or on an average as with holiday pay calculations?

The consensus around the accountant forums seems to be use the average of the last 12 weeks earnings

Paul Lewis on Money Box said that it was going to be based on February pay, but he did not mention anything about commission.
