Furloughed workers & nannies/gardeners

I realise that there are probably no answers to this yet, but has anyone else been asked about employees who aren't employed by UK businesses, such as nannies, domestic help and gardeners?  

I've looked on various websites but can't find a definitive answer.  Just wondering if anyone else has been asked this question and if they have a good source to indicate whether the 80% support would include them or exclude them?

Thanks. It's just confusing that the government guidance says that it's applicable to 'all UK businesses'.

And we are bending over backwards to not give people hope that they can benefit from one of these initiatives until we know for sure that they can.

The guidance is vague because it's based right now on what they actually said, I would be surprised if "businesses" didn't become "PAYE schemes" in the application of the rules.
