They can use any computer, anywhere. However they will probably need to set up a way to authorise its them by sending an access code to a mobile number.

Does he really need a GG? What is it for?
Well you don't need one for SEISS, so if he is that worried he shouldn't get one.
Plus if he is an ancient like his PC, maybe he shouldn't be going out?
I take I you are going to suggest he uses your PC, whilst you retain a 2 metre distance?
I'm reasonably sure, though I haven't tried it, that you could do it from a web enabled TV or possibly fridge, depending on the browser software installed. I think a wi-fi enabled kettle would be a step too far as it hasn't got a proper screen, but you never know.
However, I would probably suggest your client just phone the HMRC Covid-19 helpline.
How will he access any future messages they send him via his GG account if he won't trust his PC?

Whatever you do, don't let him use your computer, especially if you also use it for the agent gateway. HMRC can pick this up and could potentially delay the claim.
Has he got an internet enabled mobile phone? I've walked a client through the claim doing it that way.
