Can you get a client authiorised under the old vat agent account in the old normal way and then the client will be automatically linked to the new ASA (which has already being set up and linked to clients in old account). I can then sign the client up to MTD in the new ASA - or do you have to seek authorisation from the new ASA and if so does it work smoothly?

Yes, you can authorise via the old account and the client will automatically be authorised on your ASA, provided the two agent accounts are linked, no further action is required.
There may be a few points in the process you have to wait on the system updating but you only need to authorise on one account and you don't need to go through the linking process more than once.
So far as I can see this is the only way to get authorised for a new client at present.
If you try and do it through the ASA then you end up in a Catch-22 type loop whereby you can't request authorisation as the clients isn't signed up to MTD and you can't sign the client up for MTD because you're not registered as the agent.
Hopefully this will get fixed.
It's hardly a Catch-22 style loop. You can only request authorisation to act for a client with regard to the services for which they are registered.
It makes no sense to try and request authorisation to act for a client with respect to MTD for VAT if the client isn't registered for MTD for VAT.
If the client is registered for MTD, seek authorisation through the ASA, if they aren't then seek it through the old VAT portal.
Doing otherwise is no different to requesting authorisation to act on behalf of a self assessment client before they're registered for self assessment, you won't get far with that either.

V poor analogy. Of course you can stick a 64-8 in for a client using their NI number. Then when they register for SA they will be issued with a UTR and show up on your client list.
Are you seriously saying that this is what it will be like forever? That we will need to authorise a recently vat registered client using the old system?
How else do you expect it to work?
You should not be able to sign a client up for MTD if you are not their authorised agent.
You should not be able to authorise them on the MTD for VAT system if they are not signed up for MTD for VAT.
So... where in the current process do you intend to insert your change, whatever that change may be, you haven't actually said how you expect it to work.
