Giving notice and furlough

If an employee changes jobs can the new employer claim furlough?

I have a client who has offered a job to a new employee to start after said employee has handed in notice ie in one months time.  If there is a problem with lockdown before the new job can be started would my employer be able to furlough the new employee?  The new employee is loath to accept the position with my employer as he has a family and mortgage, the usual commitments.  Any help would be appreciated please.

I believe the 80% only applies to workers on payroll at the end of Fab 2020.
