I wrote to HMRC, Blencathra House, Whitehaven on 8 October 2010 appealing against a CIS Penalty. Yesterday (10/11/10), Royal Mail delivered my letter back marked "We were unable to deliver this item because addressee gone away". Is this true?

Oddly, I received another penalty yesterday for the same client from Blencathra House, Whitehaven.

Is this a Royal Mail error or have HMRC finally gone away?

Forwarding Address

HMRC are still sending out notices with Blencathra House address. If they have indeed moved, could they just be using up old stationery?

Maybe they haven't left a mail redirection instruction with Royal Mail (due to not having enough money to pay!)?

Yes they have .........

.............. and it's frustrating to say the least that penalty notices, incorrect ones at that, are still being issued from that address after they have done an Elvis and left the building! It beggars belief that no post forwarding mechanism was put in place, but should we expect any different in this day and age?

Here is the new address to contact HMRC re stuff previously dealt with at Whitehaven.

This happened earlier this year when W Lancs / W Cheshire employers unit at Leigh moved to Bootle.

We also had post (nothing important, only P11D submissions!) returned as "Gone away." Is it really beyond HMRC to have a central office which sorts out postal redirections (or why not just pay for redirection)?

And, yes, notices and correspondence continued to be issued with the old address.

Another one!

I have just received another returned package "Addressee Gone Away" - this time from West Lancs & West Cheshire, in Leigh, Lancashire. The agents helpline advised me to send it to Ipswich. Very frustrating as the package contained a Tax Return for 2010-11 for a deceased client and the estate is due a refund.

Royal Mail say that it was on HMRC instructions

Following my first post, I complained to Royal Mail. They have now replied by letter and informed me that "The Delivery Office manager has spoken with the Delivery Officer [postman?] and he has stated that all the mail at that time was being returned to sender with the instruction from HMRC. There is now a redirection in place."

Whenever I have moved house or moved office, I have always made sure that mail is redirected. It's such a basic thing thing to do. 

Has the management of HMRC gone from bad to worse?
