Help - CJRS no payroll scheme...

Anything we can do?

I've just discovered that one of our consultant companies doesn't have a payroll scheme. From what I've read, its too late to claim on ANY of the different current or future furlough schemes - is that right?

Is there anything which we can do for them?

EDIT:

We did process payroll for them in 17/18, then for some unknown reason stopped. If the payroll scheme is still live (need to check with HMRC), then we could do EYUs to at least get them onto the scheme starting 01/11 (as on a RTI pre 23/9) We’re out of time on CRJS#1 and thus can’t claim on CJRS#2 either - correct?

Definitely can't claim CJRS1 nor CJRS 2.

I'd say there's no chance on getting them onto the 1/11 on scheme. The rules are highly likely to be written the same as CJRS in that the RTI had to be actually submitted by a certain date. EYU's didn't cut it for CJRS and are unlikely to do for the new scheme.

All based on what I expect without reading the new rules. HMG aren't that stupid.

Well no, the client is.
Question is though why were they not put on the payroll over the last few months, particularity following the coverage of those on annual payroll schemes failing to qualify for CJRS?

I didn't know that we weren't processing their payroll & CJRS claims. I don't do either and assumed that the staff member had been doing payroll for the last few years and thus CJRS.

Not clear from your answer but I take it you are referring to your staff member rather than theirs?
If so and no payroll has been processed 'for some unknown reason' for 18/19, 19/20 nor 20/21 to date, particularly considering the comments above, then your processes need a serious review.
Not only CJRS etc. that's been affected but potentially qualifying years?

It seems when the latest accounts were done, the lack of filings was picked up and the payroll person was informed, but ultimately they didn't do anything about it.
I'm now going to have to go through every client and see what else they aren't dong in every part of their job.

Client can only claim if client went through a process of furloughing himself.

But I do sympathise as staff do not always do what we think they are doing

So, on the payroll not processed, what has happened to the tax and NI deducted, employers NI and AE pension payments? Has the client made those?

Yes ... it would seem that this particular client didn’t have ‘payroll’ activated. So now I need to go through every client and check that they have the right things set-up.
