Do HMRC have the automatic right to look at UK residents UK bank accounts?

i think io read from memorty that they wanted acces to bank accounts for peps who claim means test benefits.

Crazy how its not an obligation when you claim means tested benefits that you consent to hmrc having full bank acount access and that all accounts should actively be disclosewd - with open banking standards now that allow api feeds to be expert this should be super easy to do in practice.
powers that be are missing a trick not getting full disclosure from all claimants up front.
If dodgy peeps know no/few checks are normally being done "generally" thats giving them an incentive to actively rob us which aint great.

Don't disagree, but those that make the policy decisions didn't (and probably still don't) understand how any of their systems work.
Hence one of the key expectations from RTI (when the BACShash value was still thought to be viable) was that DWP would be able to 'see' what had been paid into the claimant's account(s) via various employers ... not by viewing the bank account itself but by receiving a copy of the BACS instruction to pay.

I sat and watched as DWP rehearsed their stories for a major publicity push (fully scripted mini-plays where the aghast claimant breaks down and weeps "but how did you know about those payments?") ... only for it to all fall apart because of all the lack of integration between monthly PAYE and variable 4-weekly UC (per copious other posts on this site)!

The same arguments of course apply to tax and need little extension to HMRC being allowed to dip into bank accounts to collect money they think they are owed. Gawd help us.
