HMRC are crazy

Problems with submitting FPS and EPS

I submitted a new employer request on 15 March 2021.

I didn't get any details in the post.

I phoned HMRC and they had no record of my acknowledgement reference or company.

They said they could take the details over the phone.

I made it clear that the first payment date was 31 March 2021.

I tried to submit the FPS and EPS.

I got an error saying "This submission cannot be accepted as it does not fall within the eligible filing period"

I phoned HMRC. They said that the previous HMRC person had entered 08/04/21 as the payment date. They changed it to 31/03/21.

I submitted the FPS and EPS again and got the same error.

I phoned HMRC. They said that the payment date was 31/03/21 and they couldnt understand why there's a problem. They suggested using HMRC Basic Tools. I queried how that could be a solution to the specific problem I had. They said that was all they could think of!

I used the HMRC Basic Tools because when I phoned HMRC back they told me they couldn't answer calls. I submitted the FPS and EPS again and got the same error.

I phoned HMRC again. They said that the payment date was 31/03/2021 but the "mandation date" was 08/04/21.

I asked what the "mandation date" was. They said they didnt know except it had to be the same as the payment date.

I asked why bother having the "mandation date" then and why not just use the payment date. They said they didn't know!

I now have to wait another 72 hours before I can try again.

If you want to mess something up you only have to contact HMRC.

You've definitely entered the Twilight Zone!

The last time I encountered the phrase "mandation date" was back in the heady days of the RTI Pilot in 2012 ... vestigial references can be found at https://www.gov.uk/hmrc-internal-manuals/paye-manual/paye55015 :
"The mandation date is the date the employer is invited or mandated to file RTI returns using the RTI Service. The mandation date sometimes changed if the employer contacted HMRC to say that they were not ready to start submitting RTI returns."

FWIW I believe the phrase has been retained (as in-house HMRC jargon) and is currently used during the optional/mandatory transitions for parts of MTD.

What is clear is that IF it still exists with regard to RTI it is like a human appendix (without useful function but still able to cause pain). It is certainly not under the control of the employer or submitter of any RTI file ... so, if it really is causing a problem, then it has been wrongly set by HMRC and should be corrected by them.

On the other hand it appears to act like a gate-keeper (to prevent filing by that employer before the mandation date) ... so, all other things being equal, there should be nothing now to stop you filing your FPS & EPS ... quickly before the 19th deadline!

I'm hoping to file on Friday 16/04/21 and that means I'll still be able to tackle them on Monday 21/04/21 if there's a problem.

Suggest to HMRC head office that staff should be trained to know.

If " they" do not know where does that leave us?

Of course" we" have a sense of what is right or a way forward.

I had to call the ATED helpline earlier and got through after about 15 minutes so not bad.

I knew more than the call handler who said they just worked in the call centre so could not help with technical queries or, in fact, anything I asked about ATED. Which is weird as I thought I didn’t know much about it.
