HMRC debt - legal position

Was wondering what the actual legal position in a situation like below

HMRC are due £10,000 Corporation Tax

Tax payer company has had £30,000 withheld from CIS payments, and a letter requesting set off was sent to HMRC over a month ago.

What rights do debt management have to enforce the £10,000 debt, or more importantly the third party debt collection firm assigned to the debt.

Hello Smokoe,
From what my experience, I gather that the; HMRC CIS department and the CT collections don't have any direct interaction (go on, you'd be amazed if they did)!
I was advised to write to both departments, setting out the situation and, quite quickly, the issue was resolved internally.

Thanks Chris, have done that, but they have passed to debt collector and despite us having to answer their letters yesterday their target deadline seems to be twelfth of never!
