HMRC PAYE Authorisation showing as limited

Anyone else getting this?

I always request on the portal, client gets a snail mail with authorisation code

BUT the last two codes ended up as limited authorisation

Not happened before

Has HMRC changed the rules again?

Or do they choose to alienate me? Is this personal?

I've had it and, if I remember right, it was solved by submitting form FBI2 as well as the usual 64-8.

No idea why you need both but, then, I've no idea how a lot of things work at HMRC these days. And, quite often, if you ask them, they don't know either.

I think that is from past
FBI2 was as authorisation to file
64-8 was authorisation as agent
This problem is very recent
All other recent requests gave full authorisation

We have had a few that have come back like this in the past twelve months - also ones which were authorised suddenly moving to limited. Not sure why as we have applied in the same way for all clients and most have come back as confirmed. I have also suspected from the ones that we have is that it is something that the client "initiated" by them also setting up accounts online. We have just reapplied and that seems to do the trick - though annoying as you have to get another code.

The first one from a couple of weeks was annoying
New employer with just the wife as employee

But when a second came also limted it suggested HMRC oddity
Do not believe either did anything odd themselves

The moving from full to limited is distinctly odd
The most recent we have was when the new useless bookkeeper to a client wiped us out and put herself in as agent
Most clients moving to new agents seem to stay fixed in our system fully authorised until we delete them

I think Lion is in the ballpark.

When furlough was introduced, we discovered that most of our payroll schemes were limited authorisation: we just hadn't bothered with FBI2's in recent years as we couldn't see the point. And once we whacked in a load of FBI2's, we became fully authorised.

I've no idea if anything has changed in last 12 months as we haven't had any new schemes.

When furlough started we had no issues with clients that we were doing the wages for.
It must be well over 5 years since we submitted an FBI2
On that basis the purpose is reversed from the original
FBI2 is permission to submit
64-8 was being an agent so permission to talk to HMRC

Impossible to figure out HMRC IT parameters
Their staff never seem to understand either

Guess What
the one from 2 weeks ago we immediately tried again, and we got the second code in today
It worked this time

No faith in HMRC systems

Over the past few years, new activations have initially shown as Limited Authorisation but this usually changes to full after a few days. Either code input or client adding through BTA, although the latter method is hit & miss.

No idea why this happens but guess it's something set up within the arcane HMRC side of things

Yeah my experience also - just wait a week or two and it will eventually change to "Confirmed".

Similar to CT authorisation - they only appear in your client list about a fortnight after you submit the code.

The first changed within no time of submitting the second code (over two weeks since the first attempt)
The second failure was from a week ago

Seems odd to me as every prior seems to have gone straight to confirmed
But then for me this is recent
Only been allowed in since August

Hmm my recent experience is it stays "Limited authorisation" for a week or two before going "Confirmed" without further intervention from me. Maybe it IS personal.

As luck would have it I received a new authorisation code today for PAYE and I submitted it online a moment ago. I'll check back tomorrow and let you know what I see.

We had two today
The second version from two weeks ago that went straight to confirmed within the hour.
The other was previously limited,(from over 10 years ago), still showing as such.

Maybe I never noticed before as did not get the dashboard until August this year
The restricted access to CJRS was fixed quickly and became irrelevant.

As I expected my newly added client is showing up as "Limited authorisation" this morning. Thinking back I reckons its been this way for at least four years.

Interestingly, I also found that if the client authorises you via their business tax account, they also show up as "Limited authorisation" but then they stay that way until you go through the usual online authorisation process, snail mail, enter the code online, etc.

I have had this on two recent ones, but they seem to have updated themselves to full authorisation after a couple of weeks, without me doing anything. The authorisation was requested by me using the online process.

The one I submitted on the 22nd that went to "Limited authorisation" has today changed to "Confirmed" so only three days.

I've had one two weeks ago. It's still showing Limited now. I've no idea what caused it and haven't had time to investigate.

That was the first situation I had
Two weeks and no change
Requested again and on submitting the code (second version) it updated within an hour
