HMRC Tax credits authorisation

It's that time of year again when I am helping some of my clients with their tax credit renewals.  I have authorisations in place for them all, or at least I thought that I did until this afternoon.  I phoned the Agent Priority helpline for tax credits this afternoon re the first client, and was told that I am not authorised because apparently the paper 64-8 form has to be resubmitted each year.  Consequently I was unable to give the tax credits office the figures.

Has anybody else come across this?  I wasn't aware of this previously.
