HMRC - Time scales for recieving refunds?

Hello, I have just had a phone call with HMRC employer's line to request a PAYE overpayment for 2018/19 tax year to which someone informed me that my client won't receive their repayment, in the form of BACS or cheque, til 3rd December 2019 at the earliest! This is because of the 'time scales' that HMRC have but 4 months to wait for refund?... Is this correct and has anyone else come across this?

Sounds similar to previous years.

We were told today a Corporation Tax refund due to carry back of losses that was filed on 9th July won't be sorted until 3rd September.

HMRC process these manually and don't have enough staff.

HMRC, in their wisdom, decided that in order to deal with the [***] up of MTD and Brexit planning, they would move staff from other departments to deal with the fallout.

Needless to say, the first place they appear to have pulled staff from is any department responsible for issuing refunds to taxpayers, so tax credits and refunds that would normally take a month to refund seem to be taking upwards of two or three months this year.

If you call and mention the client is in need of this refund ASAP they may process it quicker for you. Twice last month I called to query refund times, the first time the lady on the phone offered to email the department dealing with the refund marking it as urgent and the refund was then received within 7 days(I had not heard of HMRC doing this before). The second time I called I requested HMRC do this and they did it no problem, again refund was then received within 7 days.
