If the HMRC Respect at Work report is a true reflection of what it's like to work at HMRC, agents and taxpayers should treat individual members of HMRC staff with a little more understanding than I suspect is currently the case. (Caveat - I've only skim read the report.)

I stopped reading after "Respect Framework" and "Empower staff".
From my experience, management these days in both private and public sector is about bullying and then bullying some more.
Expensive surveys and well-meaning action plans aren't worth anything. Real change of culture comes from the top and presumably "Sir" John Thomas (or whatever he's called) will carry on running the show like he always has done.

You're lucky. I did say "From my experience" and in my day I thought I was a decent sort of manager.
Perhaps that’s why, according to some sources, HMRC seem to use “bullying tactics” in enquiries?
There is probably the same poor culture in the NHS. Talented people managers are presumably not valued in the civil service or other large organisations.

HMRC do tend to take the view that you are guilty until proven innocent, so I would not be surprised if he wins his appeal.
