Holdover and rollover relief

I have claimed holdover relief as client has disposed of a hotel to his son at below market value. The same client now wants to claim rollover relief. Am I correct in thinking he will have to invest the market value of the hotel to get full rollover relief?  not the proceeds received from his son.
