Holiday pay & non-compulsory overtime

Whether or not the holiday pay of salaried employees should include non-compulsory overtime

The majority of our employees are monthly paid, salaried and work regular Monday to Friday office hours. Many work and get paid overtime on a regualr basis, some on an infrequent basis. The overtime is not compulsory nor guaranteed.

Should there be a recognition of the "normal" overtime they receive in their holiday pay?

If so, should it be based on the last 12 weeks (3 months?) of actual pay received ?

Overtime counts whether it's compulsory, voluntary or normal.
