How long might it take HMRC to raise CIS penalties

20 months worth of late CIS returns were filed 8 weeks ago....heard nothing yet

On preparing a client's 17/18 accounts I discovered he had failed to register as a contractor for CIS, and therefore had not filed any returns. All the late returns were submitted on 17th September, and the CIS due has been paid. Aside from one "Interest on late payment" letter (dated 23/9) re the first CIS period filed we have heard nothing.

Is a wait of 8 weeks or more normal in such circumstances?

Does the single interest letter seem odd, given that there a further 16 returns that were paid late (there were also some nil returns)?
