Using the same method that was in place before MTD - 'Get authorised by a client, select VAT service, complete Request authorisation fields (VAT reg #, box 5 return of last submission, date of reg, etc). Auth code will be sent to client with 28 day expiry from date of issue.
You then go into your software and add a new client - it should pick up from your HMRC agent account.
As said above, its the same process as before, however once they are authorised, you will then need to enrol them in to MTD, and once you receive confirmation, authoirse your software to it in the usual way.
Query was how to get them to appear on agent list.
Even after the above, even though you are fully authorised the client WON'T appear in your client list in your NEW Agent Services Account.
1. Follow alialabawi's advice above.
2. Enter the auth code in your OLD agent account.
3. Follow SXGuy's advice about registering them for MTD.
4. Give it a couple of days. Go into your NEW Agent Services Account. You'll find it isn't in the list. Go through the authorisation process in your NEW Agent Services Account. You'll get an error message saying that you are already authorised. Go back to the list in your NEW Agent's Services Account and you'll find it's now in the list.
Couldn't make it up ....
'...the client WON'T appear in your client list in your NEW Agent Services Account.'
That's because there is no list of clients in the ASA. Do you mean, if you input the VAT number, the you can see the client?
'They are there as a list of VAT numbers, hard to find but they are there!'
They are certainly too hard for me to find. Where do you get this list, if you start from the main screen in the ASA?
Account home > Manage account > Manage user access to your agent services account (opens in a new window or tab) > Clients
Just a list of VAT numbers.
Thanks, Wanderer. I found it myself just before you posted that. Talk about an obscure place for it!
I've found it. The user needs to go through these screens;
Account home
Manage account
Manage user access to you ASA
Clients
Good grief! Were HMRC trying to keep this secret or something?!
There is, however, also the new system which enables adding clients via the ASA or the Agents API. That, however, only works for clients who are already in MTD.
I thought clients had to have government gateway accounts for this to work?
If the client is registered for MTD, then trying to get authorized under the old system (getting a code issued ) doesn't work. I spent fruitless hours requesting a code. It wasn't rejected as not agreeing with information held, but no code ever arrived. A paper 64-8 didn't work either. Finally, I had a chat online with the help desk, and I was told I had to get authority by using the agent services account, client authorisation section. A link was sent to the client, who was supposed to click this. I'm still not sure if it worked, because my agent services account does not show a list of clients
You can also use the Agents API to do this. You can also use the Agents API to find out if you are acting for a particular client. I thought the issue of seeing a list of clients via the ASA was resolved (on the manage access page or something, there are details an AWeb and I can look this up if you wish).
I wrote an Insight article about the wider issue

I thought clients only showed up once you had filed a MTD return? And only by VAT number, not by name.
I don't know precisely the way clients appear here. Obviously they need to be in MTD. It may require them to have submitted a VAT return in MTD (via someone or themselves). I don't think it would require the agent themselves to have done this, but that obviously is possible.
Will show up (as you say, only by VAT number) before submitting a return, if the procedure I've outlined above is followed, even before a MTD return is submitted.
HMRC does not seem to know what they are doing when it comes to MTD . I have received conflicting advice from a number of different Revenue Employees and even Technical Services are floundering . I have now got a new vat agent code specifically for MTD and new clients. Because my business is not vat registered I had to apply in a slightly different way than the norm but I am currently waiting for an activation code through the post. Could be progress but then again not.
