I advise a golf club which charges more than £520 pa membership (but less than £1,612). It intends to offer concessionary membership to those on low or moderate income (as per the new HMRC regulations for CASCs). However, HMRC does not give any guidance on how to assess or measure "low or moderate income".
Does anyone have any practical suggestions on how the club should measure "low or moderate income" so as to be able to decide if a potential member has such an income?
