Your client has signed up for Making Tax Digital for VAT so you cannot submit their returns using VAT online services.
In order to submit VAT returns for your client under Making Tax Digital you'll need:
an agent services account - this is different to your HMRC online services for agents account
software that's compatible with Making Tax Digital for VAT that can link to your client's digital records
There is an interesting legal point about direct debits which is that although an agent may be appointed as a tax agent that does not necessarily mean that the agent is given payment authority by the client.
The action of typing in the sort code and account number is not just a question of providing tax information, but requires the authority of someone who is authorised to instruct payments.
I wonder if that issue lies behind some of the changes where (I don't know).

Could you let us know what HMRC says please? I cant set one up either
