Can anyboody tell me if (or where to find) do the P11 deduction sheets (NIC and tax) count as information under ICAEW regulations that comprises the companies books and records, that should be forwarded on to a new accountant?

Your question is rather incoherent, but if you ran the payroll for the company and the new accountant is taking over the payroll in the middle of the tax year, he will need the 2013/14 P11 deduction sheets, as printed from your payroll software, so that he can pick up the YTD details when he processes the next payroll.
If your former client gave you the P11 deduction sheets from the payroll run by himself or a third party as part of the the company's records for you to prepare accounts and the new accountant has asked you for any company records in your possession, you should send them.
But if you did not run the payroll and have not been given the P11 deduction sheets, you have nothing to send.
I think the OP is the new accountant and is trying to get the P11's from the old accountant.

... but as I said, the question was incoherent.
OP - Why do you want the P11 deduction sheets and for which year? If it is for 2013/14 and you are taking over running the payroll, you will definitely need them - my comments in my previous post apply, but from a different perspective.
This is nothing to do with ICAEW regulations it's to do with what the client has asked the former accountant to do and whether he has complied with the instructions.
