Does anyone have link to guidance that shows us how to add clients to the agent "income record viewer" wheer that client doesnt use the net and doesnt have a gateway.

Watching with interest, It would be great if there was!
Apparently "Digitally excluded clients can phone HMRC and ask to speak to the extra support team who can complete the digital handshake on their behalf."
Even better if HMRC used a bit of sense and just gave us access based on our existing authorisations.
HMRCs view:-
"HMRC would have liked to make the service available where 64-8 authority for income tax is in place. However, that was not possible on security grounds. The data is very valuable to fraudsters and HMRC systems are constantly under attack. HMRC does plan to rationalise the different ways that clients authorise agents but that requires time and investment. "
Of course the data agents have access to with a 64-8 and the client has enabled, is not valuable to fraudsters.
its a poor excuse.
The reality is we have a two tier tax system as the current systems are all designed by software nerds who don't accept non-nerds struggle with stuff they can do in their sleep.
It isn't just about not being a nerd, it is about not being able to identify yourself to HMRC too. I have a client who is in a care home. So they have no bills, no passport nor driving licence. The system doesn't allow them to enter credit file information, I would presume because the only information on there will be a couple of bank accounts. I am registered as agent, but it seems that there is no way to get access to their IRV account
