Initial furnishing or not?

I have a client who inherited a furnished property from a family member.

Before renting it out he replaced the carpets, oven and other items.

I know initial costs of furnishings for a rental property are not allowed for tax purposes but as he was replacing what was already there would he be able to claim domestic items relief?
