I had such a fantastic experience with my payroll internalisation question that I though I would put you to the test again...
This time we need an off the shelve job costing software that can handle multi currencyentries AND report in multi currency, can interface those different currencies (supplier and customer invoices ) with Xero with no manual reworks, allows customisation of customer invoices, provides timesheet tracking and cost calcualtion, has a live support systemnot taking 24H turnaround plus a training in advance that allows undertanding how to quick start it.
Workflowmax cannot handle multicurrency so we need to leave I am afraid...

simPRO is top of the tree here, although you should consider Tradify, ServiceM8 and a few others.
It's an excellent list with some excellent apps, but all are focussed on internal project management requirements, not external job management which the OP asked for.
Whilst some of them might have billing features, and fewer deal with VAT properly, they are designed for managing a team of people, typically on undertaking professional service/creative industries type work but not field sales/service. A few on that list will handle recording of purchase invoices, either by integration or manually, and equally a few on that list will operate multi-currency.
