I was looking for HR templates yesterday but until we have additional detail today then employers can't agree the new scheme. Even when we know the detail it's impossible for most employers / employees with the week-end to have these agreements signed by the 1st November even if we had letter templates to use.
My understanding is that we require 4 letters.
1. Full furlough to Open JSS 2. Flexible furlough to Open JSS 3. Full furlough to Close JSS and 4. Flexible furlough to Close JSS, do you agree that we require 4 different letters.
Surely if the agreement is signed by Friday 6th but backdated to the 1st November then that we seem like a sensible plan with the ridiculous time frames.

I just sent the JSS details to clients and they can deal with the HR side. But you seem to be more supportive than me, I am head in the sand with this one. I did send furlough templates back in April when I was a bit fresher.
I'm with you there. I advise on their responsibilities and say I am no HR expert. I've carried so much over the past 7 months. Despite making an additional charge since July payroll still takes me far more time than I invoice for. And some of my clients are not prepared to take on any responsibility.
Furlough has finished so not really seeing why it needs to be referred to?
Inevitably some paperwork will be after the fact.
That was my thought.
I've seen draft letters which cover off both JSS Open and JSS Closed.
Your four different letters will be saying a very very similar thing each time! I would have thought you could just say Furlough in the letters instead of specifically saying Flexible Furlough and that will cut back on the admin. Think you will also need employment to JSS too. Alternatively one letter confirming the end of Furlough and then another confirming the start of JSS would work too..... that's how I plan to do it. Keeps it all nice and separate then too - out of one frying pan and all that!!
