I have a client who during the tax year to 5th April 2019 had an insurance payout from Scottish Widows after the death of his wife in 2017. The amount is around £20k. Does this need to be declared on his tax return?

You're preparing tax returns for a third party and you don't know this?
That may appear rude, but I would expect any qualified accountant providing services to be able to answer a question like that.
