meals for restuarant staff

I run a cafe and the staff tend to eat meals which they do not pay for. We have no formal arrangement in place - they just eat what they want and don't pay for it. I have not asked them for payment to keep them happy.

Is there a tax problem ?

You need to take a look at EIM21671.  The meals should be exempt, but note the exception that applies to catering businesses. You should formalise the arrangement and if you're not having an "employees only" section/table when they're having meals while the premises are open, you need to, and then it would still be advisable to seek a dispensation.
