Moneysoft Payroll Manager has been updated from April 2022 to include displaying a generic message on each payslip - "1.25% uplift in NICs funds NHS, health and social care."
You can choose not to display this message on payslips by clicking on the ‘Options’ button on the payslip toolbar and unticking the box marked ‘Show Health and Social Care message’. Simples.

It's a bit crap that you have to go to the effort to do so, though, surely?
I would say this is the type of thing that would make me consider changing supplier, but actually it probably wouldn't -I'd moan about it, and say how we should leave them, then I'd probably forget about it because it isn't that important and certainly not worth major upheaval over.....

That's a link to a payroll software provider's advert, not any kind of technical advice. It's in their interest of course to claim to be able to provide you with a 'solution' - whether or not a problem actually exists in the first place.
It's awkward - put it in and you're helping the Tory spin machine, and may end up upsetting the odd rabid labour/other supporting client unhappy with you doing so. Leave it out and you might end up upsetting the odd rabid Tory supporting client unhappy that you arent 'following the guidance' (we all know how important it is to Conservatives and their supporters that rules are followed, after all). Give clients the choice and youre setting yourself up for a fall, or extra work, or something.
Best bet is to send the client an explanation of what HMRC/Gov wanted, and that you haven't done anything to remain politically neutral but if for any reason any of their staff don't understand what it is, give them a copy of this note.
Unfortunately this is proof that the "brought to you by" (in small letters) badging does let the writer fool at least some of the people some of the time.
At the risk of being banned, I feel that the primary shame should be awarded to Aweb for not clearly marking such articles as Advertising.
This particular one simply parrots the HMRC line (including factual errors) and pushes the FUD button relentlessly ... not something with which I'd wish to be associated as a publisher.
Oh and as an (ex-)developer my advice was to do the inverse of BrightPay - i.e. the default is no message, but with instructions on how to add it in if the client really wants to do so.
But BrightPay seem to wear revenue-opportunity spectacles without any focus on compliance or client-support lenses.
'Parrots the lines' is a common journalist tool these days,looking at some of the rubbish out there.

The Times picked up the story a couple of days ago as well.
It looks like a mixed bag in terms of which payroll vendors are 'hard coding' the message. Sounds like Xero is, Sage is optional - apparently QuickBooks standard payroll customers have it hard-coded but users of Advanced payroll can switch it off!
Anyone using QBO or Xero for payroll deserve all they get.
Wonder what HMRC's own naff naff software does, oh wait....not produce payslips?!?

The link you quote specifically says that you can remove it if you want if you read it in more detail.
Surely the responses miss the point.
They are the client's payslips and it should be the client who decides whether the message is included.
Personally, I would exit any client who wanted it shown but that's just me.
