Signing up a struggle

After a number of hiccups last month, I finally signed up a tranche of 15 clients with June quarters to MTD. 

Then last week I started on the July quarter clients with mixed results. I have received back all the confirmation emails from HMRC, but even after 72 hours later, on QuickBooks over 50% of these are “blocked” and not signed up, whereas the other 50% have been with no problem. There was no difference in the procedure for signing clients up, so does anyone have experience or know why some clients’ sign ups go through effortlessly, while others do not? And any tips as to how to solve this?

I too would like an answer to this. I telephonically helped a Client sign up, but a week later, still no sign of the confirmation email. Now I don't know whether to get them to sign up again or just wait. Many thanks

You don’t always get an email, go into the old portal and, if you can’t submit returns for that client, then they are signed up.

This is the nub of the 404 error. 404 means you are signed up, but cannot submit. 403 can be not signed up or wrong credentials, that can be distinguished with a client credentials call to hello world, but this does not work with an ASA.

I think there remain some systemic problems with some accounts. It is worth using some mtd software to distinguish between accounts which are not signed up (error 403) and those which have obligations missing (error 404). I raised 5 of the latter with hmrc yesterday. If your software cannot tell you the error message best to get an additional system (which does not have to cost anything).

Many thanks. The error message was in the bridging software. We had received the authentication code from HMRC, but could not pull through the VAT Return link. When we asked the software provider he asked if we were signed up. I then asked the Client for the confirmation email and discovered it hadn't been received. I will get them to check the old portal, so many thanks for the suggestion.

I have had a timely response from HMRC and it still appears that there are some Vat Numbers where an obligation exists in HMRC's internal systems, but it does not go out to an API request. This appears to be general in certain circumstances and, therefore, could be the cause of this issue.

This looks at both response codes (403 and 404) and also uses the HMRC test system to look at monitoring scopes and removing authority.

HMRC blame QB, QB blame HMRC.

We are waiting until 1st July when the first filing period opens for 30th June quarter ends to see if they unblock themselves.

The frustration is that 85% of sign ups are showing 'open' in QB and everything is fine, but HMRC will not acknowledge the problem with the others even though all signed up at exactly the same time, in the same way (by us) and with same quarter ends.

I always ask HMRC to contact clients by post when I sign them up (there are two boxes - email or post). Neither me nor my clients have had any emails confirming MTD sign up, even though it says they will email within 72 hours.

All are signed up.

I have no interest in APIs or using bridging software, I just check in the old portal per my earlier post.

That is a good way of finding out whether or not a vat number is signed up to MTD. However, if things then don't work it does not distinguish between the different reasons and you can end up spending hours on the phone being batted between Software Provider and HMRC trying to find the answer.

If you have some access to the API messages then you can exclude some causes for things not working.

All of mine show that they are enrolled correctly in MTD in gateway / client BTA.

The problem 5 only show as a problem when connecting to the submission software.

What software are you using and if you’ve connected it are they all showing as ‘open’ and ready to file in July?

FreeAgent does not connect to HMRC so I won’t know until I try to file, then will look at John’s suggestions, but hoping I won’t need to.

There is a reasonable chance that we will have it sorted out by then, but I would suggest it is worth knowing what is going on.

I received an error when setting our MTD up, it didn't like the format our VAT number was in, I'd included the GB before the number (maybe some spaces as well!). Once that was amended it all went through fine and the confirmation email came through, the DD has gone through as usual. I was surprised there were no more nasty hiccups! Might be worth checking if it's picking up whatever has been typed into the clients account package?

That’s a useful tip and we did have one where the number was wrong in QB (which shows the same ‘blocked’ error message) but that’s not the problem with the others.

It’s definitely what hmrc call an obligation error where the vat return dates are not populated on their side.

ASA are also on the case as it’s ridiculous that they refuse to acknowledge the error when we know this will start to affect thousands of people as the first official (non pilot) filing period opens up.

If it wasn’t for guys like johnhemming who has been an awesome help we would be even more frustrated.

Can the agent do the sign up to MTD or does it have to be via the client's own Govt Gateway account? If the agent can do it - how?!!!

I am being given the run around by HMRC e-mail support. I have setup a Agent services account and it is linked to my existing agent account with my authorised client list.

My clients use a variety of software - VT, Xero, Quickbooks and Sum-it. Sum-it is working fine for their monthly vat returns, I used the clients Govt Gateway to register and link to the software.

If you have agents authority for VAT you should be able to sign clients up via the ASA - as well as them being able to do this via their own gateway. Given your situation you would be best probably setting up a general enquiry system on your ASA credentials so you can monitor the individual different systems.

That way you can know what is happening on all of your clients' accounts regardless of which system they are using.

An update for the OP.

Today the obligations appeared on the 3 affected clients accounts with ****wait for it***

>>>Submit a VAT return for July, Aug and Sep before 7th November<<<

So the April / May / June one had disapeared, hence why QuickBooks will not sync.

All three are the same, and I can't file in gateway as that has been switched off.

Great work HMRC.
