Get them to log in to their online account and remove the old agents then add you.
If they haven't got an online account then I'd suggest the easiest and fastest way is probably getting one set up. I believe you'll need to wait for the authentication PIN to be posted out before they can make the change though, so it'll take a week at least.
You can, however, use the Agents API or the ASA to send them an authorisation link. If that works (it does, but not always) then they can immediately authorise you as their agent and the previous agent will be removed.
However, this will only bring them onto your ASA you will later need to do the pin number authorisation or get them to complete a 64-8 form if you wish HMRC to talk to you about them on the phone.
However, putting them in your ASA will enable you to submit VAT returns.
