Does a UK business billing a UK Business for a musical / cultural performance to be performed in Italy have to add VAT onto the invoice?

https://www.gov.uk/guidance/vat-place-of-supply-of-services-notice-741a#... are the UK rules, based on EU ones. I'd say place of supply likely to be Italy, so no UK VAT but Italian VAT may need to be considered.

UK to UK supply so starting point is UK VAT applies.
It then does depend on the contractual flow, so did the UK supplier actually put on the event or get a local Italian company to host the event and the Italian company invoices UK supplier company and UK supplier company invoices UK customer.
Or did UK supplier company host event itself in Italy?
If the latter then UK supplier triggers an Italian VAT registration potentially (Where supplied service) and charges UK customer Italian VAT....which UK customer will struggle to reclaim.
As ever with VAT,who is supplying what to whom is paramount for queries like this.
