Please all, need some in depth advice. Our company recently provided AV techs & hired equip for a very large event in Monaco - we also needed to supplement this with a local events company (Monaco registered) for additonal labour. We have previously used this company for an event in Cannes a couple of years ago (no TVA - reversed charged), no problems. This time they have charged us 20% TVA, which on this occasion, amounts to approx 8k euros - not a small amount!

as far as i am aware Monaco is as France for vat purposes? I bounced the invoices back to them requesting removal of the TVA - but they have reponded saying that on checking with their "fiscal" office it is to be charged and makes no difference where the customer is based?

 i have asked for evidence of this rule/information (unfortunately the language barrier doesnt help) but nothing back so far. can anyone help with this  - or can source any definitive information/advice. Im holding the payment back pending this but will need to sort asap. Many thanks to all in advance.

Ive read that until my eyes bled. as stated, i think its a standard B2B "where the customer is" place of supply. but am i missing something special about Monaco? or is it about "where performed" - the service supplied isn't anything about admissions to an event, it was av technicians to assist a marketing expo.

anybody with any more input - I take it we're all dumfounded......or most likely bored stiff!
so far I've advised them we will be withholding payment of the TVA element, pending resolution. But obviously they will press for clearance. I have asked for official clarification as to why they believe TVA should be charged (ball back in their court) - but am I correct to dig my heels in?
