Non-VAT invoice requirements

Supplier who is not VAT registered does not want to issue an invoice

Hi,

We recently had a freelance contractor do some work for us, they are not VAT registered and after the work was complete they have sent us an email which says 'please accept this email as an invoice' and goes on to list the fee in the body of the text.  In my (limited) experience I've never seen this before; all of the subcontractors we use issue basic pdf invoices whether they are VAT registered or not.  Is there a requirement in UK law to issue a proper invoice with a sequential number even if you are not VAT registered?  Or can an email suffice as an invoice?

What does the contract that you engaged the contractor on say? Or the terms on the purchase order you gave them?

If none of the above exist, and they've done the work, why not pay them?
