Please forgive me if this question has been raised before, but I'm new to this web so just trying to find my way around it. If someone is on redundancy notice while on furlough, and before notice the employer was not topping up from furlough pay, should the notice pay be topped up from furlough to the normal salary? When I refer to notice pay I don't mean PILON. The employee is being retained for the notice period and furloughed.
I would have thought the wages should be topped up to full pay during the notice period, but I can't find a black and white answer on any websites.
Thanks,

Yes.
You're either on furlough or on notice. The Government won't pay for employers to give their employees notice.
Quite right too.
ACAS have the following guidance: https://www.acas.org.uk/your-rights-during-redundancy/redundancy-notice
I may have missed it, but I can't see furlough being mentioned and suspect that article might be pre-furlough.
Which, of course, provides no certainty or comfort.
I read it that if the employee is on notice whilst on furlough you can make a CJRS claim.
You cannot claim to cover part of a pilon payment.
I would also be paying at 100%
I would say furlough is claimable on the understanding that the employee should receive his normal contractual pay at 20/21 rates.
Gov.uk is silent on the issue but this guidance from CIPD may help.
Last heading talks about notice period and being able to claim the normal furlough, but note that if payment is made in lieu of notice furlough can't be claimed.
