P11D penalty

Just received a notifification of a possible client P11D penalty. In the letter it states that if no liability this should be informed to HMRC on a form "Declare no return of Class 1a National Insurance contributions "

The form note states "You do not need to use this service if HMRC have not asked you to submit a P11D(b) " which they haven't

Is this outdated advice or still valid ??

Well they'll swear blind that a requirement has been issued.
Easiest just fill in the online form:-

I got a penalty letter for a client this morning that was submitted on 6th June - posted with a covering letter enclosing P11D, P11D(b) and cheque - they managed to cash the cheque some time ago though but didn't receive the other three items in the same envelope!!

Strangely when I went to write a complaining reply to HMRC I found their warning letter had no address on it so I had to submit the form instead. I await their answer with interest

No they haven't but they may now infer that because the no liability form was sent in they have done so. I would have written to them but there was no address on the letter to reply to

I have been submitting P11D and P11D(b), even when the figures are all nil, together with the P60s, etc through my payroll program for many years and have never heard from HMRC regarding this.

I've been submitting where there is a requirement either by a BIK or HMRC request
I don't were neither apply. This is the first time this has occurred. Could it be the virus effect on the postal service ??
