Business takes on one employee (his wife), state pension age but paid just over LEL amount. Employee total income including state pension and employment would be below personal allowance.
I think a PAYE scheme is needed even though no deductions will be required, does anyone have a different opinion?

Yes you a right.
Once a employee is paid over the LEL, PAYE and RTI come into play.
The RTI must also include any future employees you take on who are paid below the LEL !
Its a all or nothing situation
