Payroll scheme registration...

... for a non-trading individual

interesting one ... a retired couple run a volunteer old persons group and what to pay for an individual to come and run a course for a few months. 

The ‘teacher’s’ circumstances dictate that this must be a PAYE’d position, the retired couple need to set up a payroll scheme. Is there a special way that I go about doing this - they don’t have  UTR.

You are not stating your expertise or conection. It would really require someone who understands payroll to set it up and operate it. Like anything its easy when you know how but I cant see the couple wanting to learn payroll and all the hoops you need to jump through, including auto enrolment letters although there probably wouldnt have to put a pension in place. No UTR is needed as its nothing to do with self employment etc. I would suggest seeking out a payroll bureau. A monthly cost would be in the region of £35 I would estimate if I was doing it

Thank you for your response NYB, but I didn’t see the relevance of the below to the actual question, so didn’t include it:

1A. I am FCCA and run an ACCA practice.
1B. I am the accountant for the employee (he is also a ltd co contractor).
2. Following on from #1 (and indeed implied by the question) we shall be running the payroll.
3. I agree, a UTR is to do with self-employment, however when registering for PAYE online you need to supply either a UTR or CRN, of which the employer has neither. Hence the question.

I am asking if anyone has experience of setting up a payroll scheme in similar circumstances. If you do, fantastic.

Wrong.

Go through the steps of a PAYE scheme registration and opt for "charity or committee-run organisation". It takes you to a structured e-mail which does indeed ask for the UTR and Charity Registration Number, but these questions are not marked with a red * and are therefore optional, so don't enter anything. Complete the obligatory boxes, plus your own details as the Contact, and submit the form to HMRC.

You will get the PAYE references in the post within 2 weeks.

For one employee I would only charge £19.80 inc VAT per month.
