If someone is resident in Australia but has uk rental income am I right in thinking the uk tax return includes only  uk remitted income and they will be eligible for Uk personal allowance?

Yes they are entitled to a PA. They must declare all UK source income. Remitted income is not relevant. Are they on the NRL scheme?

Thanks, no not on NRL scheme.

PA covers rental profits so no tax payable

That (no UK liability) is grounds for applying to receive the rental gross. So you must have known the answer to your question in order to make that application - or at least had the answer confirmed when HMRC accepted the application.
