P.Y. Tax Returns

P.Y. Tax Returns

Apologies if this is fairly basic. I am helping a friend who is seriously behind with his ITRs ~ a few year's are required! Is he able to submit these in paper form or are they required to be submitted on-line (assuming the Gov. Gateway allows this)?
Your guidance will be much appreciated.

Income tax returns do not have to be submitted online.

If you were submitting online, you could only do it for 2013/14 and 2012/13.  You would have to do it on paper forms for 2011/12 and 2010/11.  Technically, you cannot file tax returns more than 4 years old.

What happens if there are returns outstanding for 2007/08 and 2008/9? As you can't submit any forms how are penalties dealt with?

Old old returns

If there are penalties due you can still submit the returns for 2008/09 and 2007/08.  If the liability thereon is nil (or less than the penalty charged) , HMRC will amend the penalty down and repay the difference.
