Quickbooks payroll problem

New client has just called to say they cannot send payroll RTI schedules to HMRC. Quickbooks state that the system needs activating with HMRC.I agree and asked client whether they received an activation code when they registered the PAYE scheme and they claim not. Also they are still waiting for their VAT registration

I can't see any way forward except for phoning HMRC,which they've tried and keep getting cut off after a  lengthy wait on line

Any other useful ideas welcomed

all agents have the same problem hmrc take time to send out paye refernce it takes time to authorise all you can do is try and keep plugging away till you are in position to submit and appeal any adverse consequences later on the basis hmrc systems are "sh it" if any late submission nasties are issued. We have never had an issue ref timing here when we appeal so hmrc know teh score cis month penalties being the normal one where its often impossible to meet required timeframes.

That also has been my experience I was just hoping something different may have been produced by HMRC
