Registering a new client as Self Employed

Can I register a client as S/Emp via Agent account before 64-8 process undertaken?

Guidance on HMRC website seems to indicate that I can't register my client as S/Empl until I am their authorised Agent.  I can't apply to be their authorised Agent online as they don't have a UTR, and the 64-8 process takes ages!  When I log into my Agent account, it gives me the option to register a client as S/Emp, but it has me input my Agent details. I've done this and submitted it for a client. Will HMRC act on this request and set the client up as S/Emp, thus issuing the UTR to client? Or will they refuse to action it because I am not the authorised Agent?

That would be my guess. You're not the authorised agent so how can they action?

What's confusing me, is that a multitude of Agents are offering their Self Assessment services and advising they can have a UTR in 10 days. Either I'm missing something, or they're filling in the CWF1 and 'pretending' they're the client. Based on this I'm pretty certain I'm missing something or misreading the guidance. Any help on this would be appreciated!

You can complete both SA1 and CWF1 without being agent. The SA1 is outside your agent account, CWF1 through the account. Then you apply to be the agent as usual once the UTR arrives.

We submitted a 64-8 with the NI number for a client and then registered them for self-assessment on the SA helpline (which was new to me). Hoping they will appear on our agent list. However there seems to be a big delay in issuing UTRs at the moment.

Thanks, I was hoping this was the case :) I've done the CWF1 through my agent account. The guidance for Agents on HMRCs website is pretty vague tbh, so you've
put my mind at ease thank you!

In the past 10 days or so I've noticed that UTR's are arriving much faster, within about 2 weeks, so hopefully the logjam of earlier this year is unblocked.

Now all they need to do is sort out their letter-printing software and they'll really be cooking. Yesterday I got one with page 2 half-blank and a second piece of paper just for the two lines of page 3.

You can register using the cwf1 in your account and they will get a utr. I can't remember if this automatically adds them to your agent account or not but it works none the less.

Thanks everyone for your advice! Had notification on Sunday that client registered and UTR would be received in 10 days! Very quick :)
