Registering in Ireland or other EU country

We are a consultancy business, we have done very little business with EU clients until now, but a recent conference yielded a noticeable level of interest from Benelux clients. We understand we could provide these services more easily post Brexit by being registered in another EU contry, eg Ireland or the Netherlands. Does anyone have any experience of the process, especially for an initially dormant set-up (the business may never materialise and we have been quoted 3,500 Euros to set up a fully formed company with bank account and everything. We may never need it so don't want to spend that much.) Or any advice where to ask?
