RNRB and life interest trust interaction

Hi,
Husband and wife estate is worth £700K (consisting of home £450K and cash £250k) with estate passing to children on second death - so no IHT allowing for residence nil rate band.

H&W are considering changing their wills so on first death the survivor is given a life interest in the house to continue to enjoy the property. The property will pass to the children absolutely on second death. It is being considered to potentially protect against care home fees.

​In implementing this would they lose one of the residence nil rate bands when assessing IHT on the second death? My understanding is both RNRBS would be available but the IHT manuals such as IHTM46033 are making me doubt this so grateful for others comments.
