SEISS Refused Grant

Everything in order - why has HMRC refused

I'm interested in how many SEISS grants have been refused when all is in order. One of our"better" clients. Everything filed on time. Refused on the grounds of 18/19 SA not received. It was filed by us relatively early on - not at last knockings. Submission receipt received. Appealed. Acknowledgement received and that's as far as it goes. If that hadn't been received then he would be well into penalties. Presumably others have had this scenario and what was the outcome.

Have you checked the record on the online agent portal to confirm it was received as expected?

Except in the case of death, in which case the SEISS wouldn't apply, you can't have submitted the 2018/2019 return by then.

Either you've made a mistake or your date is wrong. Can't file a 18/19 return a year early. Unless of course your client died, in which case they wouldn't be applying for it.

God I’m as bad as HMRC. I meant April 2019. Maybe HMRC would like to employ me.

Two hinge on losses but they still technically qualify but HMRC wont discuss. The third was declared bankrupt in 17/18 but HMRC are basing the claim on the last 3 years so he doesnt qualify, but on the basis of 18/19 only he qualifies. Again they wont enter into debate.

Same experience as others. Have requested a review 4 times for one client via the SEISS online process specifically detailing the reason we believe the claim is justified and HMRC replies each time rejecting the claim but completely ignoring the points we were making. I have phoned HMRC 4 times as well and been promised a call back by a technical person but never received a call back. I have also written in twice but the chances of getting a reply to a letter to HMRC at the moment is virtually nil. There just isn’t a system for discussing a SEISS review with HMRC. They have set very specific and narrow criteria for SEISS claims based on specific boxes on the tax return and if everything is not in these right boxes you have got no chance. I do understand HMRC a problem to an extent because it is a massive task with limited resources but it is still frustrating !!

@Openhouse @Mumpin and indeed others; we continue to progress complaints through complaints procedure correspondence and calls with individual officers. I'm happy to compare notes on these if you PM me. I don't think anyone will get anywhere with appeals per se, for the reasons that @Openhouse gives. You can't be calling helplines or waiting for written replies.

Given the number of refusals on this thread I now will be asking on the next email out to those who should qualify for version 2 a specific request for results of version 1.
I have one dumb client that despite all emails from me (including last claim date) and the HMRC notification and a phone call with me did not claim and now regrets. I suspect I have one other who was intending to get husband to make the call and who probably did not get around to it.
Every client that I have had posative contact with who I think qualified received their money, but not 100% response for all clients and no client(eligible) has called to complain.
I would be grateful if this thread remains active
