Self employed subcontractor has worked on many short CIS temporary jobs througout the year and claims travel expenses and a small amount of subsistence for early starts or days working for more than ten hours.

He also managed to obtain further work through umbrella companies and employers under PAYE. So if he's a site-based worker and each assignment is treated as a permanent workplace then under the new legislation from April 2016 all travel and subsistence is disallowed under umbrella companies.

Are there exceptions to this if he can show SDC doesn't apply to him by reviewing  the actual contract details.
