Hi,

If somebody works as a self employed carpenter and works at a site for up to 4 weeks at a time and then moves to another site.  Does this count as their place of work?  Ie is it commuting?  Or can it be claimed as business miles?  Anyone know the rules here as they guidance seems a bit subjective.

Also - if they have a receipt for some tools from 13/14 tax year which they did not record on that tax return, can it be recorded on the 14/15 return?  Is there a time limit for how far back you can go?

Yes

Sounds more like Horton v Young to me than Dr Samadian or Powell v Jackman. So yes I would think the travelling is allowable.

As long as he's got the tools I can't see any problem in claiming although you won't be able to claim AIA.

Sorry no idea about the "commute", but the tools are a purchase correction, put them through the journal and add them in as normal in April 2014, and tell your client to be more careful with his receipts in future.
